Regression guard for the Settings-retirement refactor (commit f31cba192d): HttpFetcher.fetch(String) no longer reads gemma.download.path from Settings; the caller must call AbstractFetcher.setLocalBasePath(String) first. This test runs WITHOUT network access — the precondition fires before any fetch attempt, so it stays in the fast default-run suite (no @Tag("slow")).
